California is a top target, but Scott is also pursuing companies in other states — mostly those in the hands of Democratic governors. Scott has made public pleas in New York, and sent letters to firms in Illinois, Maryland and Minnesota to recruit relocations.
It is a critical component in Scott's strategy to fulfill his campaign promise to create 700,000 jobs in seven years.
Scott points to recent successes as proof his sales pitch is working. Hertz announced in May it was moving its worldwide headquarters and about 500 jobs from New Jersey to Florida.
